What about requiring a payment to show up in the leaderboard and querying the list of participants for flappy nostritch notes. Enforcing a pay to cheat sort of thing, while having the ability to remove participants from the list. So if 5 flappy nostritch games came out, users would be on all of them but would pay to be on the leaderboard.

If there's a WoT for trusted flappy bird users, that's what the actual filtering is, payments are a low barrier to entry. Also if the cheater is smart, it'd be almost impossible to detect them. Like don't make super high schools, just make it be the top score.
