No they aren't.

For example Seraphis would've brought us a new set of transactions while FCMPs unite all of the previous ones (like PreRingCT etc) into one.

But there is some overlap. There has been some work on the Monero codebase for Seraphis that now gets reused for the FCMP hardfork.

Also with Seraphis there would've been Jamtis, which Jeffro basically ported over into Carrot. So we're getting most of the features without a change to our addressing schema.
