Seems like they’ve wasted a ton of money on stuff that only works in a few cities, no? Maybe they can use the existing infrastructure to train truly city agnostic AI?

There are challenging technical and regulatory requirements to climbing this mountain. Everyone would love to achieve the goal of a generalized solution that works in a city agnostic way. The huge investment so far has achieved quite a bit in the limited cities where they operate, but there is further investment and development to get to city agnostic. I would call it a stepping stone to the longer term goal to achieve limited city rollout.
