So... If you live in a multi-dwellibg or attached houses, I kinda get it. You don't want to get flooded because Bumbleturd on the top floor didn't install a tap correctly, but... That's an issue that doesn't, IMO, need gubment to solve.
Agreed, it's problem that doesn't even need fixing because if you screw it up you are liable anyway.
