on WSL i was able to install pyhton, pip, then pip install nostr-relay.

pip list | grep nostr-relay

nostr-relay 1.13

nostr-relay

nostr-relay: command not found

python -m nostr-relay

/usr/bin/python: No module named nostr-relay
