Well, each person imagines or perceives what a thing is valued at. But, yes, subjective is probably a better way to say it.

A hungry man values food.
A thirsty man values water.
A slave values freedom.
The values are real, just not material.
Much like honor, love, respect, kindness, and gratitude, which I suppose are different forms of value.
It's worthy of contemplation.
