I dont think there is a 'file' or 'list'. It defies all logic and reason that an intelligence asset would leave an unprotected file for anyone to see. But so long as people think it exists, those who assume they are on such a list are controllable. And if there is one, it will never be released as those on it wont be controllable. And, its a nice carrot for the people who think something like this would ever come out.
