I'm not sure if the webui projects based on A1111 can run with CPU, maybe the reforge project can https://github.com/Panchovix/stable-diffusion-webui-reForge (it's abandoned, but I heard there are groups working on a new version). There's also comfy.org that used to work with CPU out of the box, but I don't know what the hell they are doing nowadays that makes the whole setup almost blow up your PC. As for censorship, I never had any issues with any checkpoints from https://civitai.com/, I just use whatever anime checkpoint has been trained with the Illustrious base model.
