That's when real change occurs. 2,000 people a year were being murdered in New York when Juliani lost his election bid the first time, which then continued for more years. Then he was overwhelmingly elected and cleaned up NY. That's how bad it had to get before people woke up. We aren't even near those kinds of murder figures yet. Maybe that's the gambit?
