Yes, on phone is connected to that relay while the other one is not. Try to move one phone to different network (one on mobile and one on wifi for example).

Not in the list, but actual connections. Some relays allow only one connection per IP. So for example when I'm on my home wifi only one device will be able to connect. BTW what account are we talking about? I will check if I can see their name.
