You are right. These are the ones who might not be able to be healed at all. This is what I called the NPC for real.

There are plenty of NPC behaviour like in this world but this characters have mostly been manipulated or bribed. I like to believe they can be “healed” or can recognise right from wrong still, if not then NPCs are a big percentage of the population and this will be enough to make you feel hopeless. 😞
