Because reserves need to be available for on chain fees when the channel closes. Unfortunately that's really high right now. We explain this on the channel page.

Thanks, I guessed that was the case. The wording on that page is a little confusing as it says 1% of balance will be held in reserve, and obviously its more like 90% for me.
So that's why my channels got sucked out of outbound liquidity. Ngl, the explanation on that page is a bit vague but thanks for explaining it here.
It looks like I should've moved them to fedimint instead of letting them sit on channels.
