All phones mandated. The government and mobile network operators work together to disseminate the message when they think it is appropriate.

Hey oui et c'est sur ce plan qu'on doit se battre au lieu d'attendre que des États le fassent à notre place à coûts d'amendes et de lois qui restreignent in fine notre propre liberté d'actions
