Some things are allowed in some countries and others not. Or you need a VPS in one of those countries as VPS or nearer to your country. There can be many reasons

so when you are announcing services in new jurisdictions you suggest I research the laws of that country to determine if it is suitable for me?

just saying it seems unlikely.
