I assume two things:
1.) the actual threat was more serious than police are letting on
2.) the insurance firms gave Taylor a ring and upped their fee (more likely)

Obviously, it wasn't Austrian intelligence that picked up on the Swift terror plot, but "a foreign intel agency"
