A human group determines what is a criminal activity. If that group chooses a leader who represents them and he acts differently from those who elected him, is it a problem with the chosen leader or the society that chose him?

Maybe with both of them, because even though we may think we know a person well, he or she may end up being completely different depending on his or her own circumstances. In other words, we can be guided by certain indicators, but we will never fully know a person, not even the person him/herself.

Society still has the power to topple him and put the right leader.

Sometimes power corrupts leaders.

Society should have a high IQ to understand this.
