If a government has been infiltrated from within by the enemy then the general public may also be susceptible to the deception. The main thing is if the government is still following the Constitution because the government took an Oath to uphold the Constitution even if the public is deceived.

The most over looked part of the Oath is "enemies, foreign and DOMESTIC." The word domestic is a big one because it's a major tactical change to maintain operational Command and Control.

The general public understands conventional warfare from one enemy to another but not one from within that requires a more 5th generational psychological warfare designed to expose the enemy and weed them out. The trick is finding the correct bait.
