A widespread technique of manipulation is "withholding of important context".

This is a somewhat exaggerated example, but it nevertheless makes the procedure very clear:

"Americans and Russians agree during the Cold War to settle their dispute in sporting terms in a two-man Olympics. The Americans win clearly ahead of the Russians. Pravda then wrote: "While the Russian athletes achieved an excellent second place, the Americans only came second last."
