Why am I seeing people talking about a run on a bank or bank failure? What new event has transpired for this?

If it's Silvergate, then no. That's mild and orderly shutdown drawn out over months and is not a rational reason for concern over the markets. It's also a fairly small bank. Political nitwits have tried to use it when they should be going on about JP Morgan, Deutsch Bank, and Credit Suisse.
