His theory was that the watchers chose to fall from grace. Because they loved the humans so much and they were part of the huge evolutionary advancement for humanity. Not because they chose to interact and have human companions which is where the Nephilim came from. Steiner's theory emphasized that just the presence of the Watchers on Earth, was enough to alter human evolution at a genetic level.
