We know for a fact what the neocon plan was, and it had nothing to do with "Russian plans". The docs from the 1990s are all available. They wanted to be the only superpower. Reagan wanted glastnost and trade. But Bush's deep state had no interest in it. They saw Yelstin as a weak drunk and decided to take advantage of it. There hasn't been a president until now who has even talked of peace. Of course it wasn't up to them. it was up to the deep state players who were trying to box Russia in for their own interests.
But I'll say this, if the fascist Europeans (read Germans and British) are so worried about Russia, they can deal with it themselves. I wouldn't support a dime of American money going to another European war. it's a terrible waste.
Dugan's book came after the deep state established it's anti-Russian policies. Russians could argue that our aggression came first at a time when we could have been integrating them into the west. Dugan also argued for the dismantling of China, which Russia shows no sign of pursuing. I find it far more compelling that Russia has been reacting to the US and not the other way around.
