If you want to get technical, you can run your own models, but you basically need to have GPUs or quite a new and fancy mac...

Most phones can run at least one of the local models in PocketPal
You can run local AI on your phone but anything in the cloud is an excuse to harvest your data, no matter what promises you might see about encryption etc.
Ultimately the local knowledge base in your phone will cover so many topics that cloud AI services have to compete by offering bigger knowledge bases to get any data from your queries
