Test coverage = (number of requirements covered by test cases/total number of requirements)x100%.

That didn't answer my question. Are we to do a risk analysis of which tests we can leave off? What are the criteria for leaving one off?

you can probably sort the requirements by their importance

I've done that before. Spent hours on a risk assessment and I unwittingly missed something important and the website went down.

Just do 100%.
