I honestly think the opposite, with a caveat.

It depends on how "people" interacts, like in the essay "I, pencil" you can do pretty amazing stuff with people who not even know each others.

If the rules for interactions are right you can have astonishingly clever emergent behaviours! (even with simple rules)
