How much would it cost a government to drive fees up to a point where plebs would not be willing to transact?

How long would they need to maintain the upward fee pressure to reduce adoption, especially if bitcoin were becoming more broadly adopted as money?

Wouldn’t be immediately a problem for HODLers but could be for those that depend on transacting on-chain.
