I also suspect that the US has been giving Ukraine weapons it was not approved to give them, under the table, and planned to make up for it out of the next Congressional hand out.... and then the threat of not having another Congressional hand out freaked them out, and they convinced Mike Johnson that they had depleted America's crucial supply under-the-table and so they really really did need another hand out to replenish what they 'stole'.
