I don’t think any executive representative (president, governor, mayor, sheriff, etc) has any authority to order citizens to do anything. You can execute the duly passed constitutional laws and that’s it. You can suggest I do something like evacuate. You can give me info collected by government services. You can inform me there will be absolutely no emergency service response if I stay. But mandate or order me???? You somehow are under an illusion that you are my leader. You are not my leader, you’re my representative.
