In my country the court asked the telephone operatora to give the I'd of everyone in some radius around protests (this was about another's issue) and 1200 people got arrested, even people who were passing near to shop or visit a hospital or anything small.
Your gps doesn't need to be on foe you to be tracked. The mere distance to the mobile towers is enough to track you
