Not true in a free market with competition. But #[2] is right about the prices not decreasing just because inflation is is decreasing. For prices to come down, you need deflation. When you have a 2% target, price will never decrease. You need an effective negative inflation for that to happen.

Which will never happen in a system designed to steal from us

Target inflation rate is target theft rate.

Inflation is just time theft.

I wouldn't call the US a completely free and open market. Is it the closest one, maybe. But lobbying in Congress has passed regulations and laws that have undermined the free market and neutered competition.

Giant corporations pay a lot of money to make it harder for others to compete with them.

I'm in total agreement here but there is enough competition here for companies inability to monopolize on prices.
