When you paste a URL with an image preview on Twitter it fetches that URL over HTTP not once, not twice, but exactly 20 times in rapid sequence.

A speed/load test to feed the algorithm, probably.

Might be, maybe some of the requests, but I'd bet on different services each one doing its stuff independently.
