I created this spec because apple forced me to or else I wouldn't be able to get on the appstore.

how the reports are used are not defined and are up to the client/relay. damus android, ios, notedeck and relay currently do nothing with them.

Some relays and clients use reports to filter spam and content the user doesn't want to see.

What's not decentralized, I'm not sure I understand? If you read the links, you'll see reports are just a note published to relays. Users, client devs and relays are free to use them, or ignore them.

As long as nostr passes through clients that can censor you in any way. Its not decentralized.

I'm not sure I understand? People are free to use the clients & relays they want, no one is forced into anything. You could literally vibe code a client to do whatever you want, you can run a relay containing recently the content you want. That's the essence of decentralization, being free to use Nostr in the way *you* want. No one to stop you, no one you must ask permission from.

It seems like you actually want the opposite, for Nostr to work only in the way you want, and therefore remove freedom from others.
