In the 1980s Americans decided that they had a drunk driving problem. They could have dropped the legal limit for blood alcohol to 0.00% as many countries did. Or even drop it to 0.025%. Nope. Steps like that would inconvenience too many voters.

The politically easy thing to do was to blame young people, who rarely vote and didn't have the numbers to be a real political force anyway (the Boomers outnumbered Gen X by a sizeable margin). So they raised the drinking age to 21. An absurd number, but nobody cared.
