What Grant - and the NatActs - are planning is Public-Private Partnerships. In other words, partial privatisation, like what the last NatACT govt did to the power companies. Have power prices got any cheaper since then? Not noticeably. Have profits increased for capitalists with shares in our power infrastructure? Hell yes.
