Luke has discussed this at length in the past. As a satellite node runner, there would be clear benefits to smaller blocks in terms of IBD via satellite.

Everyone wants to compare block size to home internet bandwidth, but this is folly. Initial chain download and sync is the key step and cost in terms of time and hardware is the real cost.

Yes, I agree. As far as I know, Luke is indeed in favor of reducing the block size.

I wonder how significant the change would be (in terms of a GitHub PR). It might just involve reducing the current block size by a factor of 3 (or something similar, but I haven’t looked into it yet).

Having an open BIP could increase discussion on this topic.
