I agree that these are examples of challenging situations.

Decentralized protocols are great censorship-resistant technologies. They safeguard freedom, but may not be able to provide it by themselves.

We should then be looking at what steps can be put in place to get N. Korea or Iran the smallest amount of freedom. Simple mesh networks, maybe? Or, maybe it will have to come from within to understand their specific needs. Could be that a revolution is necessary, and face-to-face info dissemination is appropriate.

We should also continue to build decentralized protocols, so that when countries, like the above, are ready, their little piece of freedom, it can be multiplied and protected.

Different countries are at different stages and need different tools at different times. But, they will need all the tools at some point. Humans will find a way to be free.
