It can, strictly speaking, but blocks will fork immediately, and any transactions you process will be voided the moment you rejoin the consensus.

You can run a local Cashu mint backed by Bitcoin, though, that disconnects and reconnects without issues. That's kinda custodial though, since the bitcoin will stay on your node.
