Civilized people will never have more babies than they can personally afford. What you can personally afford is a direct reflection of the amount of resources allocated to you.

It’s always the least civilized people who are having more kids than they can naturally afford, because they’re being subsidized by the more civilized side of the world.

That's right, but we need to add what a european thinks is afordability. In reality it is more about priority and not affordability. It is about,

do i want a second child or a new car?

we don't have another room in our house so we stop reproducing

the child i have not produced now will for sure go to a private school and university so i'll better stop reproducing
