You can, nobody will follow though. Bitcoin Cash, BSV, Dogecoin, all BTC forks.
The thing is, once you start the new chain, who's gonna run the nodes and miners for the new chain, when they can ignore you and keep running Bitcoin?

So the only reason people don't really fork bitcoin is that where are you going to find nodes and miners for the new chain?
The software can be forked, but the actual process of growing the new blockchain won't happen ... no incentive
