It's someone else's work. Whatever they choose to give away for free is their choice. Whether that's carte blanche access or some restrictions are added, it's still certainly free if you're not paying for it.

even if the ask is just to give attribution, it's still a "payment" required by the license to use. there's nothing wrong with this, but to call it free in a "cost" sense is incorrect.

I think we just have different understandings of what constitutes as a payment.
