Have you ever heard people say that Congress borrowed from social security? What they did was swapped dollars for bonds on the books. In a normal sane environment this would have been a smart thing to do. These bonds are in an interest so the social security trust fund grows. The problem is if there are so many of these bonds that it becomes apparent that the government can no longer pay the interest on them. Suddenly they become worthless.
