I considered making a bounty for a YouTube-nostr-bittorrent frontend like I mentioned the other day, because I was thinking it might be within the scope of what bounties.monero.social would allow, but then I re-read their rules and saw they'd probably never allow this.

So the more urgent bounty is a way to set bounties.

Ultimately, this implies we need some way to ensure an escrow service remains secure and impartial, since coding bounties require a middleman that judges whether coding projects are complete. I haven't been able to think of a solution for that quite yet. A half-solution would be a way for groups of people to deposit collateral together with a multisig solution that only allows the collateral to be withdrawn by unanimous consent, so if someone is willing to sacrifice their own crypto to burn yours, they might be able to do that - but other than that, I guess people would be forced to act in good faith.

If that's a half-solution, a quarter-solution would just be having a place on nostr where people can post bounties freely but with no escrow, so transactions are only based on trust between individuals.

I'm pretty sure nostr already has a place where people can post bounties, but not freely. It's probably one of those things the deep state has fucked up on nostr to make it heavily restricted. For example, without checking, I'm guessing any nostr bounty system in place right now would require the use of Bitcoin (or worse, fake Bitcoin aka "lightning").
