if it was as simple as raising a tax rate, then would already have the rich paying the taxes

this is meritocracy, as long as the people with most money have the legal advisors around that are always one step ahead and finding they grey areas, then tax rate will never apply

it's like saying that raising the fine or strictening the policies for using steroids will decrease the usage, it won't

people will always do whatever do get an edge
