Dowsing seems to really only increase surface area but doesn’t seem to change the surface charge. You really want both.

It’s possible to do char at 700 C and that gives tons of surface area but not much CEC. So, steam oxidation of high temperature char can increase the CEC substantially AND you get increased surface area. That’s my theory at least.
