Some say here in England the birth certificate, once signed by a parent, puts their child (chattel) into bond(age) to the state.

I've heard this too. Pretty insane but it's just a piece of paper. Remember that.
I doubt refusing to sign a piece of paper is going to cause a government to treaty your kid with respect. If anything it will single you and them both out for extra shitty treatment.
