Think of it this way. Taxes are added to gasoline. Who pays the tax? Not the oil companies or the gas station. The tax is passed onto the consumer. Like ALL taxes

Because its the definition of it. A tariif is a duty imposed on imported goods. A duty is a tax. Its in the dictionary. Its not what I think. Its fact and reality
