Easy. Get a BoltCard or run your own (boltcard.org) and go to Charge in PoS (Point of Sale) in WoS.

You can both pay/receive. NFC is just a protocol that every phone has.
Then i can pay to other phone using a phone? I try it some times and without success.
No, that'a not how it works. You need apps that sit on top of NFC to make the payment, like BoltCard.
