Bitcoin is not part of a wildcat banking system because it does not issue notes, it only contains and moves Layer 1 money.

And a Bitcoin node is part of the Bitcoin banking system, yes. It's a decentralized banking network, where you money is secured by the hash rate, instead of by armed guards at the Bundesbank. That's why holding your own keys is referred to as "being your own bank".
