Random forgiveness happens all the time - people just get busy with their lives.
The underlying problem that I see is less an absence of instances of forgiveness and more that Israel and Palestine aren't just populations, they are a multi-generational hostage crisis, and a very profitable one at that.
Directly, Israel receives more US aid than all of sub-Saharan Africa.
Indirectly, Israeli elites profit from cloning allies' weapons systems (e.g. France's Mirage and USA's Patriot missile defenseman), running spy rings against allied nations, and trafficking both kinetic and information weapons to America's enemies (Eritrea most notoriously, Apartheid South Africa formerly). "We have three different sizes" of strategic weapon for sale, as Botha was offered.
Imagine if New Zealand were caught doing any of that?
If Israel were to make peace, as (former Irgun terrorist) Yitzhak Rabin wanted, they would be just another New Zealand, and many well-placed fortunes would be ruined.
How one would go about fixing this intractable nexus of problems I don't know, but fixing the money supply should help...
