CNN reports that the Central Intelligence Agency (CIA) has been conducting surveillance flights over Mexican territory recently, using the unarmed MQ-9 “Reaper” to track the cartels, as part of President Trump’s effort to designate Mexican drug cartels as Foreign Terrorist Organizations.
