What think you may need is an egg laying surface, like some corrugated card board or a layer on burlap on top of the material. BSF females do not lay on food they need a separate surface. Something like this 👇 five minutes to make tops.

Might want to rethink rubber bands, they'll break eventually, use some of Jack's reusable cable ties or just string.
